Resource Mobilization Committee:
Meetings
Pursuant
to Executive
Order No. 05-14 Corr. 1, the Committee on Resource Mobilization
(the “Resource Mobilization Committee”) was created
under the chairmanship of the OAS Assistant Secretary General,
with the Director of the Department of External Relations acting
as its Secretary. This Committee also includes the Chief of Staff
of the Assistant Secretary General, the Executive Secretary for
Integral Development, the Assistant Secretary for Political Affairs,
the Executive Secretary of the Inter-American Commission on Human
Rights, the Assistant Secretary for Multidimensional Security,
the Assistant Secretary for Administration and Finance, the Executive
Director of the Pan American Development Foundation, the Executive
Director of the Trust for the Americas, and other staff with fundraising
expertise.
Objectives:
The main objectives of the Resource Mobilization Committee are:
1. To develop a comprehensive strategy for the
Organization’s fund-raising efforts by assessing the Secretariat’s
needs and priorities as determined by the Organization’s
mandates, the Secretary General’s vision, and the recommendations
of the Project Evaluation Committee
2. To assess the outcomes of the activities financed
by external donors, taking into account the information supplied
by the database managed by the Department of External Relations.
3. To coordinate closely with the Secretariats
and other entities of the Organization the identification of funding
needs, and to share information on opportunities for support.
4. To coordinate the relations with external
funding partners in the best interest of the Organization.
5. To issue clear guidelines regarding the valid
procedures for externally financing projects.
6. To develop and define mechanisms to calculate
direct and indirect costs of projects and establish a reasonable
overhead charge to be included in all project budgets.
